Ms. Castrey is an internationally recognized Dispute Resolver who has a Juris Doctor degree from Western State University as well as her BS and PHN in nursing from California State University Long Beach. Dr. Castrey maintains a private dispute resolution practice. She has mediated, arbitrated and chaired fact-finding matters in over 2,000 thousand cases since 1975 in the public, federal and private sectors. As a Presidential Appointee from 1995 -2000, she was a Member of the Federal Service Impasses Panel and when reappointed, she Chaired the Panel from 2000 to 2002. She has received many honors and recognition awards, including a Life Time Service Award from LERA for her service to both her community and her professions. She is a strong advocate for Public Education, which she believes is one of the essential pillars of our democracy. Bonnie strongly advocates all cocurricular programs as they help students build confidence, leadership skills and interest in life long education. Bonnie serves on many statewide committees and coalitions to support our schools, including the visual and performing arts. Among her leadership roles, Bonnie was the International President of the Society of Professionals in Dispute Resolution, President of the Orange County School Boards Association, the Founding President of the Orange County Industrial Relations Research Association, and Chair of the Federal Service Impasses Panel. Currently she serves as President Elect of the National Labor Employment Relations Association, and for 2014-2015 she is currently the "McKelvey Neutral-in-Residence" at the Industrial and Labor Relations School at Cornell University in Ithaca, New York. As a Member of the Delegate Assembly of CSBA since 1986, she has served on many committees including conference planning, legislation and was Chair of the 2013 Nominating Committee.
